Need help with an EHO inspection or Food Hygiene Rating? This guide gives new and established food businesses a clear starting point. It explains what a local authority food safety officer checks, why a rating may be lower than expected, and how to build the everyday evidence needed to work towards a 5.
Pass Your EHO provides independent consultancy and practical preparation. Olga Wylde does not act for the local authority and no consultant can guarantee a particular rating, but a structured review can help you find gaps before they become inspection problems.

What does an EHO check during a food hygiene inspection?
Under the Food Hygiene Rating Scheme, the officer looks at three broad areas:
- How hygienically food is handled — including preparation, cooking, reheating, cooling and storage.
- The physical condition of the premises — including cleanliness, repair, layout, lighting, ventilation, pest control and facilities.
- How food safety is managed — including procedures, staff training, records and the officer’s confidence that standards will be maintained.
A spotless kitchen is important, but it is only part of the picture. Your systems need to match what staff actually do, and your records should show that checks are completed and problems are corrected.
How do I prepare for my first EHO inspection?
Start before the first service. Register the food business with the relevant local authority in good time, choose a food safety management system suitable for the operation, and make sure the system reflects the real menu, equipment and workflow.
Give staff clear responsibilities for temperatures, cleaning, allergens, deliveries, stock rotation, pest checks and corrective actions. Begin keeping records from day one; never backfill a diary or logbook. If you are opening a new venue, read our new restaurant EHO inspection guide.
Why did my business get a low food hygiene rating?
Low ratings are not always caused by obvious dirt. Common reasons include incomplete food safety records, weak allergen controls, poor temperature management, structural defects, gaps in staff knowledge, pest evidence, or written procedures that are not followed in practice.
Read the officer’s written report carefully and separate immediate food-safety risks from longer-term improvements. Our guides explain why a clean kitchen can still receive a low rating and the paperwork mistakes that can damage a Food Hygiene Rating.
How can I improve a 3 or 4 Food Hygiene Rating to a 5?
The official guidance says businesses should be able to achieve the top rating by doing well in all three inspection areas. That means addressing the weakest part of the operation rather than concentrating only on what already works.
- Use the inspection report to list every required and recommended action.
- Assign an owner and deadline to each action.
- Fix unsafe practices or urgent defects immediately.
- Update procedures and train staff on the changes.
- Keep dated evidence such as records, photographs, invoices and maintenance reports.
- Check that the improvement is still working during normal service.
A mock EHO inspection can test the whole system from an officer’s point of view and turn a long action list into clear priorities.
Can I appeal my Food Hygiene Rating?
An appeal is intended for a rating that you believe does not fairly reflect the hygiene standards found at the inspection. In England, Wales and Northern Ireland, the official scheme also provides a right to reply and a route to request a re-rating inspection after improvements have been made. Deadlines, fees and local procedures can vary, so always check the current Food Standards Agency guidance and the instructions from your own local authority.
An appeal is different from a re-rating request: an appeal challenges the original rating, while a re-rating asks the authority to assess the business again after changes.
What should I do after a poor EHO inspection?
Do not rush straight to a re-rating request. First make the business safe, understand the report, complete the corrective work, train the team and collect evidence that the new controls are operating consistently. Requesting a revisit before the changes are embedded may simply expose the same weaknesses again.
If there is an immediate risk to food safety, follow the local authority officer’s directions. Independent consultancy can support your preparation, but it does not replace official advice or legal duties.

Frequently asked questions
Can a new restaurant receive a 5 Food Hygiene Rating?
Yes. A new business can demonstrate very good standards if safe handling, the premises and food safety management are all strong at the time of inspection.
Does a clean kitchen guarantee a 5?
No. Cleanliness matters, but the officer also assesses food handling and confidence in the way food safety is managed.
How often should food safety paperwork be reviewed?
Review it whenever the menu, equipment, suppliers, staffing or processes change, and as part of a regular management check. Records should reflect current practice, not an old version of the business.
Can Pass Your EHO guarantee a 5?
No consultant controls the local authority’s decision. Olga’s role is to identify gaps, explain priorities and help your team prepare strong, workable systems.
